DCC send/receive

HI,
I am having trouble sending and receiving things when i right click on a name in a channel. I right click, then DCC send "name.'"

A transfer window comes up and it says "Requesting send" I can not send any type of files like that. Also, here is the catch, I can receive files from others sent the same way.
Is there a preference or option that i need to dis/enable? I am behind a router. Thanks
