How do i make a bot? (yes, that easy)

Hey, i am pretty much a noob when it comes to irc, i can do basic things, and explore things, but i dont know how to make a bot.
Like, lets say i want to make my own chanserv, right now the only thing i know how to do is make my bot auto-op people (by adding them to my friends list in invision), how can i make it so people can be like -op lektr0nikz, and it will op them, and how can i make it so people can be like !topic or -topic or whatever and my bot will make it the topic, (like the bot will save the topic information) thanks!
