I think what you're asking is "How do I make my triggers work in a channel that has moderation i.e.: voice restrictions?" In order to do this your triggers must be /ctcp. XDCC servers use this method of trigger by default but F-Serves do not. To set up an F-Serve to accept triggers in a moderated channel, go to Invision - File Server Manager - Setup Tab and enable the "CTCP Triggers only" setting. Now go to the Triggers Tab and on the right side of your active triggers put a check in the box that says "Allow /CTCP." I hope this has answered your question.

but in fact it's about "voice restriced trigger": you make an fserv, only accessible for "voiced" users (+) or "opped" users (@), because on some channel there are too much leechs. and when they try to access it, you've got this sentence: "sorry but this trigger is a voice restricted trigger"

I'm afraid it's only the TDCC server that can do that.
