That's caused by the router blocking the ports. You need to configure your router to allow port 59 in/out. If you cannot get your router configured (also try contacting the company for help doing this if needed), then use Reverse DCC from DCC Manager > Setup. That will work, but there are drawbacks to using it, so you should really take the time to configure the router.
