Are you running your own IRC server?
The only way to be a services master is if your nick is specified as that in services config file and you identify for it.
Otherwise the network you are connecting to are in trouble, bigtime...
Talk to an IRCop about it.

As it turns out.... Every time that someone opers up, I pick up the server notices (how, i dunno. Its mostly @ the default settings). I had various ranking opers deoper and then oper up and that's when i was getting the messages. How i'm picking up their messages i dunno, but i am
