99% of the time, this is caused by the sender and all you can do is try to get the sender to fix the problem on their end (usually firewall/router related). It may also be that you are blocking the filetype, or your host is.
The best option would be to find a channel with real people in it (not a channel filled with bots) and find someone who will try to send a file first to someone else in the channel to make sure they can send, then to send the same file to you. See if it goes through. If it does, then you know it's caused by the sender(s). If not, then check for any firewall or router settings that are blocking the ports, any mIRC filetype ignore options, and as a last resort, contact your host.
