Go to File Server Manager and uncheck "Start on Connect". Then, STOP the fserv (right click in the channel > Server Controls > File Server > Stop Now).

Now, I'd recommend waiting 10 minutes or so before exiting and restarting to see if it works. The settings don't always save right away, so waiting the 10 minutes guarantees it's had a chance to save.

No problem. Most likely the reason you were having problems was because you never stopped the server, so no matter what other settings you had, it would always be running. :)
