UNABLE TO DOWNLOAD

When i try to connect to a sever to download a file I get the following message (as an example DCC Fserve (69.233.97.137)) and nothing happens. I can send files without a problem. This problem has just started in the last two days. I do not have a router and windows xp firewall has always been on and receive and send has been ok. I have turned xp firewall off and i still get the same problem.

PLEASE PLEASE HELP as this is driving me mad

Does this happen with connecting to ALL fservs?
