Limit numbers of files

I know this could be considered redundant by some, but I'd like to see an option to limit the number of files someone can get per day.

I have the daily byte limit set so that people can get my largest files, but I also have files much smaller and people tend to keep jumping on the trigger while they're receiving their last queued file and filling up their queues with new files, preventing other people from being able to get anything, while not even coming close to the daily limit on bytes.

Is this possible to implement along side the daily byte limit to allow more people to get on and get files?
