fserv won't connect

people can't connect to my fserv, he always gives this:
Waiting for acknowledgement...
and then closes the window. I followed the tutorial from http://www.ircmadeasy.com/ and i don't have a firewall or router, but i do share an internetconnection

If you're sharing a network connection, then you have the equivalent of a router or hub somewhere in that connection.

and how do i solve it, i already did the dcc global port thing but there's an error on that too, something with the port

on the pc your connecting through what type of connection does it use? cable, dsl oc3 ... also does that one have a firewall?
