I've a cable connection and recieving @ 400 KB/sec but sending @ 30 KB/sec. Is this normal?

Yes.

Most Broadband connections have slower sends speeds than download speeds. That is normal and unless you get a plan that offers faster sends, you're stuck with what you have.
