my ip never changed, i checked the settings, its the same ip as whats in the router. i just did a fresh install of windows. then installed irc and invision and tried it with all firewalls off(mcafee/windows) . its still timing out.

I'm not really sure what the problem would be. It's some issue with your router or, as you suggested, possibly a virus. Just to try, I'd suggest running Ad-Aware as well. It picks things up that S&D doesn't.

If you hadn't reinstalled Windows, I'd have suggested using the rollback to put Windows back to when it did work.
