Auto PM on "DCC transfer failed"

I use rar files on my Fserve, since rar files are not standard listed in the DCC ignore as "Accept only" or users does not Disable Ignore option most people get DCC transfer fails from my server.

I get to much sending fails because of this, i try to help the users when i am around but i am not always behind my computer.

Is there a way auto PM or respond to the channel with the user name when a DCC transfer fails? with a message to tell them what they should do?

A simpler way would be to add the msg to your Fserv's MOTD, something like:

"to receive files from me type /dccallow +<your-fserv's-nick>"

but as not all IRC networks use /dccallow +nick, an alternative could be

"to receive files from me plz add *.rar (or *.zip etc) files to your DCC Folder options" .. if they're not sure how to do this, then with a bit of luck, they'll pm you and ask you BEFORE Q'g files with you
