Help adding a command to the nicklist pop-up menu

I am trying to add a command to the nicklist pop-up menu. I have added the command:

.Ownage
..Own!:!own $$1 You have been owned!!
..STFU:!stfu $$1 I said STFU!!!

These are admin commands to make ChanServ kick people from the channel. When I run either of the commands I get this message:

ERROR > 421: Unknown command: OWN

How can I add these commands so that I do not get this error message?
