xdcc server keeps timing out any help would be appreciated?
file starts at like 1 kbs and then slows to nothing
ports are set 1024-5000 and server is at 59?

If the transfer starts, everything should be set up ok.
Check what disabling antivirus/firewall programs does.

Try with different settings in the Global DCC Send Settings in Invision -> DCC Manager , Setup tab.

i've tried just about every setting i know of someone suggested i check proxy settings but i have no idea how to check these settings?
