That is exactly what Reverse DCC does (or the basic way it works anyhow).
Set up Reverse DCC to use any open incoming port and it will work fine on any firewall no matter how locked down it is. Basically, if you can download something from DCC, you can send from the same port you downloaded from by using Reverse DCC on that port.
So find an open incoming port and then check the Reverse DCC option in DCC Manager and enter that port number. Then all you have to do is set up your fserv as you normally would.
Notes for serving with Reverse DCC for anyone who does not know:
1) You cannot serv to anyone who has a router or a firewall unless they are able to open the outgoing port that you are using.
2) If someone has a | in their nick, they will get chat instead of fserv (other symbols may also cause this).
3) If the person has their IP hidden, they will not be able to use your fserv or receive a send.
4) Anyone wanting to use your fserv must type the /dccserver line that is messaged to them when they try to connect.
