can you please tell me as i am very stupid what exactly does adding a file to @klipper do

The only klipper I know about is the KDE Cut & Paste history utility.
KDE is a graphical environment for Linux.

That's an addon script and you need to get help with that script from the help files included with the script (if any), official website/channel, website/channel you got it from or try contacting the author.

Can't help you with that here.
