I can't send a DCC chat, send a file, or send anything!

My fserv obviously won't work because it requires sending a DCC chat. I can't send files either. What is causing this problem?

Do you run any Firewalls or are you beind a Router? If so you need to set you firewall to allow, or if you are on a Router make sure that the IP you are using is set as DMZ host. I had the same problem and that is what I had to do to fix the issue. Good luck.

I don't have a firewall or a router. Someone who knows a lot about this stuff told me he thinks something in Windows XP is acting like a firewall. Anyone know anything about this?
