try typing /dccallow +botnick here, this normally allows the bot to send to you, this happens to me regularly so i just asked what to do in a help channel

this happens because the channel is +m (moderated), you cannot send text to the channel without being voiced/opped/halfop etc
try finding a help channel that runs for the xdcc channel you are on
