It's hard to say. It could be that your ISP is throttling those connections, it could be that there's some problem with the script or mIRC (such as caused by a crash or something similar), it could be some router or firewall problem, it's still even possible that everyone you tried is having problems on their end. It's all guess work without having some more information of some kind. Try other types of connections/downloads outside of mIRC and see if they work. Try checking with your ISP if they are throttling anything or blocking anything. Keep trying other people to download from. At this point it's just a matter of trying every possible thing to figure out the problem. Without some error message other than that dcc pending one that is very generic, it's really hard to know what's going on other than though testing.
