I can't think of what it's called, but a female's voice keeps saying "banned from channel" and such, and I was wondering how to turn it off.

Go into Sound Manager from the Invision menu and uncheck the sounds that you don't want to use. Also, make sure that you don't have any sounds set up in Theme Manager.
