Really need help!

I tried searching the forum for answers, found some and tried, but still having problems with my fserver!

Problem: I can get from anyone in the channel, but if someone try to access my server one of two things happen:
1. nothing
2. They get to my directories, issue a get cmd then nothing.

My setup: Now running mIRC 6.14( from 6.16 , readed it here) Invision 2.0 build 3515, firewalls disabled, router port forwarded to match mIRC.
PORTS USED:
1. 59 (listen port)
2. 113 (ID port)
3. 5000 - 5050 (for d/ls)
4. 6060 (listen port alter)
5. 6660 - 7000 (connect to server)

I've tried several of the suggestion i've found here, but so far nothing has work.
I'm sorry if this is a repeat question!
any ideas, something i missed maybe? I can leech find just can't share for some reason.

Can you send files manually?

If you have instasend turned on, can people download those files if they are able to see your directories?

Can you initiate a DCC Chat with people? /dcc chat nick

Are you using the A patch? (3515A)

I've tried, but after connecting the speed slows down to 100bs and disconnects
resume kicks in and it starts all over again, slows down, drops, resumes til the limit on retries is reached.

Don't think so, Help about invision show invision 2.0 3515 , no A in there anywhere.

Ok, first, you should get the patch from ircmadeasy.com. You can double check if you have it by right clicking in a channel or query window and choosing Display in Channel > Advertise Script. The Help > About Invision wasn't updated when you have the patch.

However, that probably won't solve this problem. Still, it will fix other issues and give you more features.

If you are having issues with your speeds dropping like that, then it is a situation with your connection (ISP) and/or your router. Some ISP's (especially any business or EDU, but even normal ones) will put up speed bottlers to help prevent sending certain types and sizes of files. You can check with your ISP to see if this is the case.

Routers can also cause this depending on how you have them set up. If you are able to test with your router removed, then do so and see if it works better. If your router is your cable/dsl modem, then you obviously can't do that. You might try using DMZ in your router and see if that helps.

Also, you can try disabling any and all firewalls and even antivirus in order to test (re-enable the antivirus afterwards). If you use Nortons for anything, disable all parts of it and try as well.

Also make sure you're not running any other internet app that may interfere (such as P2P programs).

Installed the patch (3515A) anything seems to be working fine!

Oh! by the way I do have roadrunner w/cable modem and my router is a netgear RP614 v2
